That crispy stuff is called "wire loom" and can be purchased at auto parts places like NAPA.

When I was doing my PCV job I found the same conditions as you, but I didn't have any loom or a spare car - I split a piece of heater hose up one side and wrapped it around the wires for heat protection and to keep things tidy. It's worked well.
