I got the TSB from www.nhtsa.org and called my dealer to find out about it. Wasn't easy to find since it's NOT a TSB but a "tech note".

Anyway, the gist of the thing is that the dash movement is caused by broken dash support brackets (I have no idea where they are). The claim from Volvo is that if there's work on the dash and the technician overtightens the nuts that hold the dash to the brackets, that the brackets can break. I don't know if I ever had work on my dash before I got the car (volvo select), but the noise started when I went over a speed bump, as if something "gave".

When I brought it in for service, they put "insulation" in the dash (don't know how). This fixed it for about a month. Now it's back with a vengence. Coming from the middle of the dash, where it meets that other plastic piece that runs along the bottom of the windshield.

Spraying with silicone helps short time.

The "TSB" is to replace the brackets if they are broken, otherwise tighen the nuts to 6 ft/lbs. Wish I knew where they were.
