Before you start ripping things apart, lube the column where it basses through the rubber boot at the base. You don't have to take anything apart, and it only takes a minute. Very common problem. There is a steel piece of the column thet rotates with the column, and it passes through a rubber dust boot. Get some grease and a small brush. Coat the brush with grease and insert between the column and boot from under the dash, and liberally coat the column and boot with grease. This will probably solve your problem.
