Problem filling with gas. S70 1999

My daughters S70 AWD is not allowing gas to enter the tank. When you try to add gas it acts as if it is full, and kicks the pump off. You have to add gas very slowly and allow it to empty out of the neck in order to get any in. Can the valve in the tank get stuck? Or is there something else?
