Head lights and turn signals sometimes don't work V70-XC70 1999

That is the correct part. The clamshell comes off the steering wheel fairly easily. The turn signal and wiper switch have rubber groments that keep out the dust.

Good detective work. Keep the old part, it does come apart and you can probably scratch off any burrs and make it work again as a back up.
