The control arms need to be torqued to the frame mounts with the control arm at its normal resting height. If they get torqued down with the suspension all the way down it will tear up the bushings prematurely. I use a floor jack and jack up the control arm until the hub is centered at the bottom door seam and then torque them down.
As far as changing the bushings - I think it would be a waste of time and the "Good" ones wouldn't be good anymore by the time you pressed them out. FCP sells bushing kits for $18.00 per side.
