You mean the top 4 clips? There is a "kit" to fix this. Just a piece of thin sheet metal with a hole in it to hold the clip, and 3 screws to hold the sheet metal to the tailgate.
The 4 plastic clips are fairly strong, stronger than the plastic that they fit into :) I always break at least one of the delicate bottom clips when I take the tailgate off - $2.10 each at the dealer. The dealer and all of the parts supplier online have "kits" to stop the tailgate from rattling.

When putting the tailgate cover back on, put the 4 top clips into the slots under the glass and then press the cover onto the clips.
