Innova OBD2 Code Reader Question

I just purchased a used Innova Code Reader and was looking at the blue connector that connects to the car. The end is trapezoid shaped with 8 pins on top and 6 pins on bottom but spots for two other pins. Is this normal or are those two pins supposed to be there? If you happen to have this reader please take a look.
