Keys Stuck in Ignition

I've got a '98 S70 w/98K. I cannot remove the ignition key. It will stop just shy of where the key can easily be removed. I have also noticed that the gear shift lever does not lock in the "park" position and can be moved through all gears without pressing the brake pedal. The only way I am able to remove the keys is sort of by brute force combined with a vigorous back and forth motion of the gear shift lever. Has anyone encountered this before and what is the remedy?
