Is it true that you can't use a used ECM on 99 & later? V70-XC70 1999

Update - Dealer is now saying Camshaft Position Sensor and RPM sensors both need to be replaced in order to get the ignition to fire. Total $656 with labor. I'm kind of skeptical that both would be bad. When I asked if I had to buy them if they didn't fix the problem, they were evasive & said "we know they are both bad because they are not putting out signals". (Of course, if there is no power into them, there would be no signal out.)
