The 850 and earlier 70s require the top of the dash to be loosened to get the instrument pod out of the car, before you can replace bulbs. Go to http://www.volvospeed.com/maintence.htm
and check out the procedure. If this is the case with 2000 cars, replace all of the bulbs while you are at it.
