electrical gremlins? S70 1998

A few times over the past year, I've started the car and noticed that the dash lights and signals do not work. At first i thought a fuse was blown but after shutting off the car and re-starting everything was fine! This now seems to happen about once a month. I am worried it will start happening more often.

Anyone have this happen with a 1998 S70?

ALso, I am about to do my tune up and wondering if I need to replace the wires, rotor and distributor cap. What do i look for to know if they need replacing?
