Don,
It's in the hose between the air filter box and the turbo, down near the turbo. There is a vacuum line going to it with one of those elbows which may be rotted out. Remove the vacuum line and try to run a small drill into the hole. You will need to hand twist it to clean it out. It's not easy to get to.
