Factory fog lights don't work 850 1994

Like Klaus said check for voltage up at the fog lights themselves. With the headlights on lowbeam. There's also a foglight relay under the driver's side dash in the relay box, you have to lay on your back and look up there with a flashlight. The foglight relay is the left one on the bottom row. If it's bad or missing you can swap it with the one on the right side bottom row (it's a spare...). You can check the bulbs with an ohmmeter (digital multimeter...) to see if they're good or not. You can find replacement bulbs at Walmart or PepBoys.
