Parking Brake Won't Hold V70-XC70 1998

The parking brake on my wife's XC has never held as firmly as it should. With the brake adjusted correctly, the car will still tend to roll down a moderate grade. I've looked over the parking brake shoes and mechanisms and all seems OK. The only thing unusal is that equalizer bar on the hand brake mechanism is not pulling the same on both cables. One side of the bar is noticably behind the other, it seems that one cable might be stretched. I can't find anyplace where a takeup device could be installed on the cable. Is a new cable the only solution? Has anyone else made this repair and,if so, how difficult is it to do. Any advice will be greatly appreciated.
