Rear Ashtray Panel on Center Console 850 1994

I am trying to change the light bulb which has gone out in rear ash tray on the black of the center console. The bulb is on the inside of the black panel which holds the rear ash tray and you have to remove it. But how? Haynes says to push down on the top of the panel. It doesn't seem to budge and I don't want to break it. Any help here. I can remove the ash tray and see two plastic tabs. Are they part of the secret? If so, do you push them up or down? I really don't want to break anything and I certainly don't want to remove the entire center console to fix this little thing. Help!
