Service reminder reset S40-V40

A search of the archives pointed to the "newer" cars being equipped with OBDII technology and that it requires some High Dollar equipment to reset the service reminder light. Can someone verify that it is not possible to reset the light without OBDII hardware? Can any garage with that equipment reset the light or is it Volvo specific software?? Thanks.
