Sway bar end links 850

My 1995 855T has lived in the rust belt for a long time. How do I get the end links off? These are the type that have a T30 hole in the end to keep the threaded part from rotating.

I PBblasted the nut and threads. The nut does turn with a lot of effort, but so do the threads. The T30 doesn't penetrate very far and will not hold enough torque to get the nut free.

What now, heat? Easy to do on the top nut, but the lower nut??? I don't need to burn the garage down. Besides, I loose all leverage when laying on the floor.

BTW, the IPD heavy duty end links have a 16mm slot to hold the link while the 15mm nut is tightened. But my 16mm wrench is twice as thick as the slot. How in the heck is one supposed to tighten down the 15mm???? Make my own 16mm from bar stock? Some engineers need to have their heads examined.

My new to me Volvo only garage quoted $120 to replace the end links. I may have to go there in a couple of years.
