Idle hands V70-XC70

I am contemplating purchasing a 2002 V70 [T5] from a friend. The car is fairly low mileage for a Volvo of that age (120000) and the friend tells me that there is a solenoid that has something to do with idling located in or around the housing for the timing belt.
Back in the day, the solenoid was part of the starter. Now I understand that they are all over these cars. At any rate, the car runs and drives but has idle issues that his mechanic reports as attributable to this solenoid. Anyone have information as to what this is?
Just today, this car locked my friend out by refusing to turn over and (I guess)a message that there was a security issue. He believes that he somehow triggered the car's defenses while jump starting. It is unseasonably cold (for central Indiana)so a new battery is in order! Since it was his parent's car, he is flummoxed.
Any advice will be appreciated!
