either a air leak/boost leak, a sticking boost control valve, or issues with the hoses going from the intake to the valve to the wastegate

If the TCV vacuum lines are not leaking and routed properly, then check the IC fittings and make sure they are snug.

The P1618 is usually caused by a failing ABS, as the speed signal goes through there, and the code is difficult to delete with a normal scanner. Your ABS unit is fine, so try cleaning the bottom of the ECU with alcohol for a better contact.

Or the harness for the ABS is slightly corroded.
