V40 Passenger seatbelt jammed S40-V40 2000

Someone managed to jam the seatbelt. There apparently is a half-twist where the top half wound up getting sucked inside the housing. I can pull out maybe an inch (2 CM) before the locking mechanism stops the belt extension. Of course, that's also the same amount that I can feed the belt back in so that it unlocks.

Anyone know an on-line manual that details how to remove the cover or how to over-ride the locking mechanism so I can pull the belt out and get it straight?
