Door weld failure V70-XC70 1998

I am experiencing a weld failure at the bracket on the car frame which connects to the the door stop (not on the door itself). The bracket is right below the electrical connecion socket on the sill frame. The front of the bracket at the sheet metal is fractured. The bracket itself is intact. Eventually the entire bracket will fall off from flexing, and I will not be able to close the door.

Has anyone else experienced this? What is this material- is it possible to weld this for a repair? Any other ideas to fix this?

Can I remove the door stop without taking the door apart?
