Air intake

I have 1994 850 Turbo. When I hold the brake, hit that gas and let the turbo spool up there is a rush of air sound that happens after letting go of the throttle. The rush of air sound doesn't sound normal in that it flutters as if there is something on and off restricting the air flow. Can anyone give me any suggestions as to what this could be?
Also, the turbo gauge isn't going as far as it used to and turbo doesn't hit as hard as it used to.
