Turbo mod question V70-XC70 2001

I have read many post about shortening the turbo linkage rod on 850/V70's and even found great instructions on how to do it. My question is, does this work on a low pressure turbo as well. I own a V70, 2.4T, 2001 low pressure turbo and would like to perform this mod. Is a good starting point still three full turns in. Will this improve that slow throttle response and finally does anyone know what exactly is the main difference between a low and high pressure turbo.
