Heater blower airflow problem S70 1998

Hi guys,
I have an airflow problem with my heater blower('98 S70). It works at all speeds but even when it's going full gangbusters at position 5, there is very little airflow at the vents. It is a non ECC unit, and the flow is low regardless of whether it's floor, defrost, or center vents. I thought the cabin filter may be plugged, so I pulled it out to test, and there was no change. Is there a "main" damper somewhere that may not be opening all the way? If so, how would I get at it? Thanks!!
