Terrible fuel milage...what to do? 850

1995 850 non-turbo...terrible fuel milage. Local shop says "Well at 150,000 time to change the O2 sensors". Shall I just ASSUME that this will help? No codes when I did a diagnostic, but again, I went from 23 mpg to 16 mpg (round town). If not the 02, then what?
