Speedometer error V70-XC70 2002

My odometer is off by 4%-100 indicated miles is actually 96 and the spedometer is off by the same amount. Tires are the same od as the gas door sticker tires. The dealer in Knoxville,Tn.said there is nothing they can do and blamed it on the tires anyway. Is there any way to change this? On a separate note an additional key cost me $148.00; I guess that's better than being stranded.

Most speedometers are optomistic, but 4% is a bit much. I would also question the tire diameter, along with the tread amount.
Not all tires are equal in diameter, nor in actual sidewall width. You didn't specify brand or size in your post, but with your car you could have the folowing sizes:
    6.5" x 15" - "Lysithea" 9-Spoke Alloy Wheels w/ 195/65/HR15 Tires
    6.5" x 16" - "Mimas" 7-Spoke Alloy Wheels w/ 205/55/HR16 Tires
    6.5" x 16" - "Orbit" 7-Spoke Alloy Wheels w/ 205/55/HR16 Tires
    7" x 16" - "Metis" Alloy Wheels w/ 215/55/HR16 Tires
    7.5" x 17" - "Amalthea" 14-Spoke Alloy Wheels w/ 235/45/HR17 Tires
    7.5" x 17" - "Thor" 7-Spoke Alloy Wheels w/ 235/45/HR17 Tires

The info on the gas filler door should not be construed as gospel, but just a guidline.

      Speedometer error V70-XC70 2002

Thanks for the reply. Car originally had 17" wheels and was damaged dodging a deer and hitting a culvert. Broke the right front lower support and the wheel. Original tires were 235/45/17 and matched the door sticker. When I repaired the damage I switched to 16" wheels and have 215/60/16 tires installed, which are the same revolutions/mile as the 17" tires. The speedometer was off by the same amount before tires were changed. Changing to 215/55/16 tires would bring the speedometer in line at 800 revolutions/mile instead of 717 r/m with the present tires. New tires are Michelin MVX4 energy and have about 12,000 miles on them now. Guess I'll have to wait untill these tires need to be replaced. It seems odd to me that there is not some way to download a new factor into the computer to correct this. Even my '93 Ford 250 has this feature. Corrected for error, the car is getting 31.2 mpg on the road at 70mph carrying me (175#) and 200# of tools and equipment. Not bad!!!
