Moreso when the engine is cold, it will make a whistling noise from about 2800-3000 rpm. It is tied to engine RPM because it does it when in neutral as well as when moving.

I'm just curious if there are any obvious reasons this might be happening. It sounds like it comes from the passenger side of the car.

The car is non-turbo.

Sounds like you might have a vacuum leak. Check all of your small hoses, and especially the little rubber elbows on them near the intake manifold (each side at front of car...hard to get to).
