I guess it could be showing enough pressure at idle, and then not have enough volume off-idle. You are reading fuel pressure with the vacuum hose disconnected from the fuel pressure regulator, correct? Just checking.

Edit: I see that you pulled the line

Maybe hunt for vacuum leaks, and double check the plug firing order. Try to keep distance between wires for #5 and 6. My tuner said that cross-firing problems are the worst between those 2.
