Extended relay testing?

No start on my '93 940 - turns over and sparks, but looks like no fuel at the rail. When I turn the key all the way on (but not operating the starter), I can hear and feel the pump relay click, but then it clicks again about a second later. I cannot hear the fuel pump run to pressurize the system (it's the later single in-tank pump).
Is it unusual for this relay to click twice like it does?
I tried jumpering the 87/2 and 30 pins on the relay, like in the FAQ, but still no pump sound. Is there any other extra electrical testing that I can do before I go about replacing the pump? Will a multimeter on the pump wires tell me anything?
