AC problem S90-V90 1998

Jbowers is spot on. Here's why: Manifold vacuum is highest at minimum throttle, and lowest when accelerating hard.

The system should have a vacuum check valve, and a vacuum reservoir, so that a drop in manifold vacuum won't affect the air-directing motors. But, as jb sez, if the reservoir and downstream hoses leak, vacuum is lost.

What's the fix? Get that layout from jb, and look for leaks.
