More details of 945T engine stumble

I think you've definitely found your problem. The air your AMM is reading does not match what the engine is receiving and the metering will be off. It doesn't sound like a rev limiter induced condition. I had the same problem with a Turbo Buick I owned, but my stumble was outright detonation. Repair it as soon as possible as it can seriously damage your engine.

Good luck,

Mike
