740 turbo wipers not working! help 700

Daughter is stranded in the car in a rainstorm and says wipers do not work, either intermittingly or constant, in either speed. I had her check the fuse but she said it looks good. Someone said the horn is on the same fuse, so I had her honk the horn and that worked.
Thoughts?
