Is this a Scam?

This particular SCAM has been in the news a lot recently. The target isn't your car - that's just gravy! - but the money you hand over. The instrument he'll give you will be a forgery, but it will take several days to migrate back through the banking system before they reject it.

Meanwhile your money is long gone. If you DO manage to track down this guy later on, he'll just claim to be innocent, that the real crook was the 'buyer' who has 'disappeared.' Like he ever existed!

There would be some charges you could bring aginst him, like theft of the car, forgery, fraud, etc. None of this would get your money or car back.

You're better off taking your information to the law enforcement agency in your area. If he's been using the mails, try talking to a Postal Inspector. In the U.S. they are Federal Officers. Otherwise, pass the info along to your local police and ask that they contact law enforcement in the buyer's area too.
