240 fuel pump problems

I have a 1990 245dl. It died the other day apparently of fuel starvation. Will start after spraying carb cleaner in the intake manifold, so it is not a spark problem. A jumper wire from the battery to the primary pump will run that pump so that is not the problem. Brand new fuel pump relay (plus I just tried another one with no joy) so that is not it. The underhood fuse has been reworked and checks out fine. All fuses inside the car are intact and the connections have been cleaned. I notice when I turn the key fuse #4 which powers the primary pump does not energize. A jumper wire to this fuse will power the fuse and the car will start.

What is going on here???
