Depending on the condition of your headliner you may be able to make a substantial improvement with decent paint.
My headliner was rather discolored and dirty (the more recent perforated vinyl style) but otherwise mostly intact. I got decent spray paint from Home Depot and,taking care not to spray anything else (including the outside of the car!), I painted it to match my new seats. I consider it a temporary fix until I make a custom wood / wood veneer headliner but my wife actually mistook it for new the last time she was in for a ride. Total cost ~ $12.00. Total time ~ 2 hours. Of course, if you go this route, consider carefully ventilation and respiratory protection. Parking at the right angle to the wind is key.
