Probably not.
In Position II, engine stoppped, relay is open.
Quick checks if no-catch:
Spin all the fuses.
Check the housing and connection in the 25amp fuse. Open it up and look, the fuse may be OK, it's the innards that give out.
Got gas?
Repeated attempts at starting can flood the engine - smell gas?
When the key hits "Start" the fuel pumps are energized for a short time, like 5 seconds. Aftert that, if the ECU does not receive a signal that there is spark for igniton, the pumps are shut off. Doing this 5 or 10 times can get enough fuel into the engine to flood it.
