I've only replaced calipers with used ones. As long as they work, rusty or not, they'll do the job.

Sticky pistons can often be worked loose if not too far gone. Try to replace shredded dust boots. After that, regular cleaning-lubing, eg. during summer-winter tire change-over, will keep them operating.
