By using a test light as a jumper you may still be giving yourself a false reading, try that same test using a piece of wire instead of the light. (Remember path of least resistance is what electricity is all about...) Grab some alligator clips from your local radio shack or what-have-you. (If you've got any degenerate teenage neighbors they can point you in the right direction, they're more commonly used as roach clips than for electronics...)And make up a couple of jumpers with them. They'll come in handy.
If on completing this test you've still got 2.2 volts then yes, that's a problem that should be easily remedied with some wiring troubleshooting.
