Thanks for last Friday's responses. I did find one problem. After noticing a fuel odor, I found a small leak in the return hose where a wire loom covering a vacumm line wore through, over these last 16 years.
R&R hose and mileage is now 19.5mpg.
Still must be another problem. I was getting 23 back in January and I considered that poor.
I checked for air leaks in the intake hose, nothing there.
Will recheck O2 sensor and perform forcing ECU rich/lean as LUCID suggests.

All my manual tranny non turbo volvos have gotten about 25-27mpg. The autos get about 23-24. I usually drive around 70-75, not too much around town driving.
