245 wipers gremlin 200 1989

While driving home across Penna. today with our headlights on, the wipers, both front and rear, began to operate. The only way to get them off was to turn off the headlights.

Here are the symptoms:
Headlights on -- front and rear wipers both run
Parking lights on -- no wiper action
Headlights on, then off to parking lights -- wipers continue to run

A ground problem, it seems to me, with current back-feeding the wipers? Might I be looking at the electrical switching portion of the ignition switch assembly?
