940 has code 2-3-2 900 1991

91 940GL with B230F LH2.4 and EZ116K 265K kms

This afternoon I checked the diagnostic unit on my 940 and the code 2-3-2 was displayed. I have been having intermittent trouble starting the car recently (last week or so) but only when the engine is cold. Yesterday morning it took three attempts to get it started.
I once saw this code on my car about 4-5 years ago. I cleared it and it never came back until today.
About 1 month ago I removed and cleaned the throttle body and replaced the gasket, replaced the idle valve hoses and cleaned the idle valve itself.

I've done some research in the archives and have found a bit of conflicting info. But most of what I read suggests looking for vacuum leaks, faulty FPR, exhaust leaks. Anything else?

Should I reset the diagnostic and hope it doesn't come back for another 5 years?
