running lean

my 78 242 is running lean. i noticed it when i swapped plugs today. both pumps are working well, and ive replaced the filter. where should i go from here? o2 sensor is functioning properly. unfortunately i dont have a multimeter that will do duty cycle or a dwell meter so i can't check the mixture to adjust it. is it possible its just vaccuum? if so what hoses would affect it?
