High NOs failed ohio emissions test 700

1985 740gle- failed Ohio emissions with high NO
1950 actual PPM limit 1350 PPM

HC's are low (okay)
72.7 PPM limit 189 PPM



I was thinking that this should be from either air leak in intake or
bad fuel pressure.

the fuel pressure regulator has only about a year on it, and the injectors were cleaned professionally at the same time

but I have not checked the intake areas.

On my 1990 the same problem turned out to be the AMM.

Any other ideas before I dig into it this weekend?
