You said the throttle plate is clean. I assume you took the t. body off the car and cleaned it as the FAQ's suggests. If this was done, is it possible the gasket is not sealing?
Nearly every time one of these starts acting as you describe, the throttle body is dirty and the butterfly can not properly close.
