Weird oil leak on my DL 200 1984

Ever since the old motor went out and got a new one, the engine has been leaking. But not from the bottom. There seems to be some blow-by where the engine oil is replaced. This is a later motor with the hard plastic header cover.

I guess this is a two-parter;

1) Can a new oil cap mitigate the problem?

2) Is this a symptom of too much oil pressure?
