Checking Fuel Cutoff

I assume by "fuel cutoff" you're referring to the overboost switch, rather than the RPM limiter built in to the LH2.2.
In any case, it has nothing to do with lean(or not) fuel mixture; it stops all fuel flow as a set pressure.
To test the overboost switch, pressurize the line from the intake manifold to the switch(it also goes to the boost gauge) while measuring across the terminals of the switch with an ohmmeter and see what pressure(you'll need a gauge) it switches at.
The one in my '87 goes at ~14 PSI, and at 12 PSI, there's no leanness.
