Yes, new shocks and struts will make a big difference in ride and handling.
Yes, basic tools plus a spring compressor is needed (for removing coil spring around strut assembly).
Yes, it is work but not too difficult. Check the archives for posts on the details. You will need jack stands to lift car and remove weight load from suspension.
I would do struts at one time (they are more involved), then do rear shocks afterwards.
Check the archives and also Performance section of this board for tips/instructions. It's been awhile since I have done them...
