Rust-proofing the 240? 200 1984

Anything you can stick or rivet to the rockers will simply accelerate the rusting process. The best remedy would be to clean them thoroughly and grind away any rust. Then use a product such as POR-15, and then a topcoat. You should also treat the insides of the rockers. In europe many drivers have this done on a yearly basis using a product like Waxoyl. This can also be used under the car to protect the floors, etc.
