Harmonic Balancer Bad...say it ain't so!!!!!!!! 900

Things could of course be much worse. However, I noticed in some of the paper work from a Volvo repair shop that they mentioned recently that the Harmonic Balancer is "worn" on the 94 945 Turbo. I have been posting for some time now about an annoying crackling, which I on and off think is pinging, but I just am not convinced that this is actually pinging. The sound comes on only when a SLIGHT pressure is applied to the accelerator, or, when you just lightly let off the throttle. It will happen as you pull away from the curb, or even at higher speeds. I've ruled out pinging for now. But my question is:

1) Is it possible that the harmonic balancer is worn out at 89K miles, and if so, why?
2) Is this the possible source of the crackling noise that plagues me?
3) Has anyone had signs or symptoms of a harmonic balancer going out, and what are they?
4) Are there any profound differences between the ScanTech brand at FCPGroton $65.00 compared to the Volvo dealer which charges $181.00 for the item?
5) Has anyone completed the job themselves, and have any advice for me. I suppose that I might as well do the timing belt, seals (weeping) and possibly the tensioner at this time also.
